Assignment: Review Paper # 5
The Review Paper # 5 should cover any issue or topic from the
7th chapter (dealing with operating budgeting with issues like designing
control, budget concepts, cash management, accounting fundamentals
& financial reports etc) of your required text book (Thomas
Lynch, Jinping Sun & Robert Smith “Public Budgeting in America,” 6th
Ed. (2017) Melvin & Leigh. ISBN: 978-0-997-30844). You
have the flexibility to choose any topic/topics from the suggested
themes in the chapter. Please make sure the title of your paper reads
like a statement. Your writing should involve critical analysis of the
issue you are dealing with. Also make sure you have an introduction,
discussion of the issue (which should take the substantial part of your
writings), and your own concluding remarks. This Review Paper (RP) needs
to be typed and should be (1800-2000 words) long with proper
citation (at least three sources). Please don’t (I repeat don’t) down
load stuff from somewhere or anywhere. It will be considered plagiarism.

SOME GUIDANCE ABOUT HOW TO WRITE A POLICY REVIEW PAPER
While one may have his/her own idea about how to
write (1800-2000) long Review Paper (RP), I thought it might
be a good idea to provided some guidelines, as all eight Review Paper
will carry a big chunk of your grade.
To write a good RP, please follow the following thresholds Title of your Review Paper should be like a statement – indicating the issues, ideas, and analysis covered inside your paper.
Read all the assigned materials including the two text books
Focus on the issues and concepts in the assigned materials
(It may be a good idea to take the lead from the contents of
the assigned materials in the text books to grasp the fundamental
understanding of the concepts and issues and from discussions in the
virtual class)
4. Try to conceptualize a few themes based on your reading.
5. Discuss these themes in your paper in a critical and meaningful manner.
6. Make sure the main body of your paper deals with the pros and cons of your chosen topic.
7. Write a conclusive comment of one paragraph to half page.
This conclusive statement should exhibit your own creativity and
analysis. Please keep in mind, this part is very important, because it
may make or break your grade.
8. Whenever necessary citation should be provided.
9. Under no circumstance, don’t write a Paper which is down
loaded stuff from somewhere else – without your own input. This will be
considered plagiarism.
